(A) The purpose of this chapter is to protect water quality and promote the public health, safety, and general welfare of the community by preventing the introduction of potentially harmful materials into the City’s storm sewer system, and to meet the requirements of 15A NCAC 2B.0235 Neuse River Basin–Nutrient Sensitive Waters Management Strategy: Basinwide Stormwater Requirements.
(B) The objectives of this chapter are to:
(1) Reduce the discharge of pollutants to the City’s storm sewer system to the maximum extent practicable;
(2) Prohibit non-stormwater discharges to the City storm sewer system and require the removal of improper connections to the City storm sewer system;
(3) Prevent improper disposal of materials that degrade water quality; and
(4) Permit sampling and monitoring for pollutants associated with illegal discharges, improper disposal, industrial and construction activities, and application of pesticides, herbicides, and fertilizers.
