(A) Duties. The Building Inspector is hereby designated as the officer to enforce the provisions of this subchapter and to exercise the duties and powers herein prescribed. It shall be the duty of the Building Inspector:
(1) To investigate and inspect building, structure and dwelling conditions located in the city, in order to determine which building, structure or dwellings are in violation of this subchapter;
(2) To take such action, together with other appropriate departments and agencies, public and private, as may be necessary to effect rehabilitation of buildings, structures and dwellings which are deteriorated;
(3) To keep a record of the results of inspections made under this chapter and an inventory of those buildings, structures and dwellings that do not meet the minimum standards of fitness herein prescribed; and
(4) To perform such other duties as may be herein prescribed.
(B) Powers. The Building Inspector is authorized to exercise such powers as may be necessary or convenient to carry out and effectuate the purpose and provisions of this subchapter, including the following powers in addition to others herein granted:
(1) To investigate the building, structure and dwelling conditions in the city, in order to determine which building, structure and dwellings therein are unfit for use and occupation or fail to meet the requirements of this subchapter;
(2) To appoint and fix the duties of such officers, agents, and employees as he deems necessary to carry out the purposes of this subchapter.
(3) For the purpose of making inspections, the Building Inspector, after having provided written notice to the owner, or the owner and/or occupant having given verbal consent to the Building Inspector, the owner or occupant of every building or structure, or the person in charge thereof; shall give the Inspector access to such building or structure, and its premises at all reasonable times for the purposes of such inspection, examination, and survey. Every occupant of a building or structure shall give the owner thereof; or his or her agents or employees, access to any part of such building or structure, and its premises, at all reasonable times for the purpose of making such repairs or alterations as are necessary to effect compliance with the provisions of this subchapter or with any lawful order issued pursuant to the provisions of this subchapter.
(4) In conducting an inspection, the Building Inspector is empowered to investigate only such conditions or areas within or outside a building, structure or dwelling that is relevant to compliance with the minimum standards set forth in this subchapter. Building Inspectors may not conduct inspections of buildings, structures or dwellings for which there is no probable cause for believing that a possible violation of this subchapter exists.
