§ 150.29 FINDING; PURPOSE.
   (A)   Pursuant to G.S. § 160A-174, G.S. §§ 160D-1117 through 160D-1130, and G.S. Ch. 160D, Art. 12, it is hereby found and declared that there exist in the city buildings, structures and dwellings which are not being adequately or appropriately maintained; and that the lack of appropriate maintenance of such buildings, structures and dwellings is unsightly detrimental to the desired aesthetic qualities of the city, creates a negative effect upon neighboring property values, and, and are otherwise inimical to the general health, safety and welfare of the residents of the city.
   (B)   In order to protect the general health, safety, or welfare of its citizens and the peace and dignity of the city as authorized by the general statutes, it is the purpose of this subchapter to establish minimum standards for the maintenance and appearance of buildings, structures and dwellings within the city.
