The City Manager may immediately suspend the wastewater treatment service and/or wastewater permit (and/or disconnect the offending user from the POTW) when the suspension or disconnection is necessary in order to stop an actual or threatened discharge which presents or may present an imminent or substantial endangerment to the health or welfare of persons or the environment, which interferes with the POTW or causes the POTW to violate any conditions of its NPDES permit. If practical, verbal and written notification shall be given to the affected user prior to any such disconnection. Any user notified of a suspension of the wastewater treatment service and/or the wastewater permit immediately shall stop or eliminate the contribution. In the event of a failure of the person to comply voluntarily with any suspension order, the Public Utilities Director shall take the actions as deemed necessary, in the Public Utilities Director’s sole discretion, including immediate severance of sewer connection, to prevent or minimize damage to the POTW system or endangerment to any individuals or to obtain compliance. The Public Utilities Director shall reinstate the wastewater permit and the wastewater treatment service upon proof of the elimination of the noncompliance discharge.
