The type, capacities, location, and layout of a private wastewater disposal system shall comply with all recommendations of the Department of Public Health. No permit shall be issued for any private wastewater disposal system employing subsurface soil absorption facilities where the area of the lot is less than fifteen thousand (15,000) square feet where a public water system is available and twenty thousand (20,000) square feet where a private well is on the same lot, and additionally the well and disposal system shall be separated by at least 100 feet.
