Before issuing a building permit to any applicant, a building permit fee based on the schedule of fees established from time to time by the Board of Commissioners and filed in the office of the City Clerk shall be collected by the Building Inspector for the City. The schedule of fees shall be available for public inspection during the normal office hours of the City Clerk.
