Fees for building permits and related building department services shall be set by resolution by the city council.
Building valuation obtained from the building valuation data, published by the International Conference Of Building Officials (ICBO) "Building Standards" magazine each year, shall be used to determine valuation of construction. Such valuation shall become effective on January 1, of the calendar year following the ICBO publication. Discontinuance of said publication will result in the use of the last valuation data and computations of local and national construction statistics to determine fair market value of fees to be charged.
