The citizens of the city value engaging in recreational activities in a tranquil setting. Motorized vehicles used in proximity to persons engaged in recreational activities compromise the health and safety of such persons. The city is authorized to regulate the use of the lands owned by the city whether that land is within the limits of the city, or, as provided in section 50-222 of the Idaho Code, outside of its corporate limits.
