All contractors, persons, corporations, etc., who open, grade, regrade, fill, excavate or work a street, shall give ten (10) days' notice, written to the water department, for the removal or displacement of any water mains, pipes, fittings, meters or other waterworks material that may interfere with such street work and failure to furnish such notice, or any damage resultant from such failure, will be charged against the person or persons responsible.
