13.04.010: WATER APPLICATION; CONTRACT:
   A.   Before water shall be supplied to any person, firm or corporation or for any premises from the village mains, application for the use of such water must be made at the office of the village clerk on printed forms furnished for that purpose. Every such application must be signed by the owner of such property to be benefited or his agent and must state fully and truly the purposes for which the water is to be used, the name and address of the person, firm or corporation to be billed for such service, the description of lot and block or tract, name of the street on which property fronts and must agree to the rules and regulations established from time to time as a condition for the use of water.
   B.   The application shall constitute a contract on the part of the village to furnish water and on the part of the applicant to pay the stipulated rates at the time and in the manner provided for in this chapter, reserving to the village the right to enforce and collect rate and penalties in the manner provided for in this chapter; to charge rates and to temporarily discontinue service at any time without notice to the consumer; and further to provide that the water department of the village, or the officials or employees thereof, shall not be responsible for any damages, by water or otherwise resulting from defective plumbing, broken or faulty service, or condition of the water itself, or any substance that may be mixed with, or be in the water, as delivered to the consumer.
