Upon receipt of a proposed EMP by the village of Hatch representative making the determination that a plan is required, the EMP shall be submitted for review to the village public works and planning and zoning commission. The determination of whether the EMP is sufficient shall be made by the village of Hatch planning and zoning commission or other authorized village staff member. If the plan is determined to be insufficient, that determination and the reasons therefor shall be provided to the applicant in writing, and the applicant shall be given ten (10) working days to revise the EMP to address the insufficiencies.
