If the condition of a property is determined to pose a significant health threat, due to the nature or extent of existing development that makes the property vulnerable to natural erosion forces, or due to its location near concentrations of vulnerable populations, such as school children, or ill or elderly persons, an erosion mitigation plan (EMP) shall be required.
