The owner of any property that is determined to be in a condition vulnerable to erosion by natural forces due to human development of the property may be required to submit an erosion mitigation plan (EMP) if the condition of the property is determined to pose a significant health threat due to the nature or extent of the vulnerable condition of the property, or its location near concentrations of vulnerable populations, such as school children, or ill or elderly persons.
