(a) The Street Tree Commission shall consist of five (5) members. Additionally, one member of Council and the Village Administrator shall act as advisory members of the Commission.
(b) The Mayor, subject to the approval of Council, shall appoint all members of the Commission.
(c) At its first regular scheduled meeting, and thereafter at the first regularly scheduled meeting of each calendar year, the Commission shall elect a Chairperson and Vice-Chairperson by majority vote. The Chairperson of the Commission shall preside over all meetings of the Commission and act as parliamentarian. The Vice-Chairperson shall assume the duties of the Chairperson in his or her absence.
(d) Appointments to the Commission shall be for three (3) year terms, provided that the term for one (1) of the members appointed to the first Commission shall be for one (1) year and one (1) of the members appointed to the first Commission shall be for two (2) years. In the event that a vacancy shall occur during the term of any member, his or her successor shall be appointed for the unexpired portion of said term.
(e) The Commission members shall serve without compensation.
(f) Any Commission member who misses three (3) consecutive meetings or more than fifty percent (50%) of the regular meetings on an annual basis shall be removed from Street Tree Commission and shall be replaced by the Mayor, subject to the approval of Council, within thirty (30) days of his or her removal.
