The utility is authorized to install lights on private property, upon the request of the landowner, and to lease same to landowner at a cost of seven dollars and fifty cents ($7.50) per month for a 150 watt security fixture; twelve dollars and fifty cents ($12.50) per month for a 150 watt Flood light. Said utility is further authorized to install poles incidental to said private property at a cost equal to the cost of said poles to the Village.
