The utility shall have the right to construct its poles, lines and circuits on the property and to place its transformers and other apparatus on the property or within the buildings of the customer, at a point or points convenient for such purpose as required to serve such customer and the customer shall provide suitable space for the installation of necessary measuring instruments so that the latter may be protected from injury by the elements or though the negligence or deliberate acts of the customer or of any employee of the same, and that all obstructions to reading the meters be removed.
