925.02 PORTABLE WATER METER POLICY.
   (a)   Council hereby enacts a policy for the use of portable water meters. Portable water meters will be made available to residents of the Village who have new lawns or are reseeding established lawns. This meter will be connected to an outside water faucet and will be used for the sole purpose of watering the seeding of new lawns and the reseeding of existing lawns.
   (b)   The Utilities Department and Village Administrator will oversee the meter’s use and arrangements with the residents for these water meters. The water meters will be installed only by Village of Haskins personnel at an outside water faucet of the residence. Each applicant will need to come to the Village office and fill out a permit for the meter use. The Utilities Department will require a deposit of fifty dollars ($50.00) to be refunded at the end of the four- month rental. A four-month maximum rental contract (not to extend beyond November 15 of the current contract year) will be signed upon payment of a thirty dollar ($30.00) fee.
   (c)   The usage of the water will be calculated and the cubic feet will be multiplied by two cents ($0.02) per cubic foot to be credited to the applicant within thirty days of expiration of the contract. This fee is for water used in lieu of the sanitary sewer operating fees.
   (d)   After application is signed, the meter will be installed on the following business day. The customer/owner is responsible for any damages to equipment while in their possession. A Village employee will remove the meter at the end of the contract date.
   (e)   The customer/owner shall hold the Village and/or its personnel harmless for any liabilities for damages relating to or resulting from the use of this equipment. This equipment is the property of the Utilities Department of Haskins Village and is in no way the responsibility of the City of Bowling Green Utilities Department.
   (f)   In the event of a water emergency being declared by Bowling Green Utilities Department, the portable meter will be removed and the contract suspended until the water emergency ends. At this time, the meters will be restored and the contract will be reactivated for the unused time allotted.
