The water distribution system improvement charge shall consist of a fixed rate outlined in the following rate/timeframe;

and ten percent (10%) of the amount billed by the City of Bowling Green for each user for water used in each billing period. The water surcharge shall be collected by the City of Bowling Green or in such other manner as Council shall determine and shall be paid into the Water Line Maintenance and Improvement Fund and shall be used for the maintenance, repair, improvement and general operation of water lines including the required Distribution Operator position. The water surcharge shall be effective after the effective date of this Ordinance at the first billing period that Village officials can arrange to have it billed and collected.
