921.33 RATES.
   (a)   The storm sewer improvement charge shall consist of a fixed rate following the listed rate/time table below.
      2022 Effective - 30 Days After Approval      $10.00 per unit, per month
      2023 Effective - 1st Billing Cycle of 2023      $12.00 per unit, per month
   (b)   All monies received as a result of the storm sewer improvement charge shall be deposited in the Storm Sewer Improvement Fund.

SEWER RATES TABLE OF UNIT BILLING
   The following structure is hereby established as “Sewer Rates” for the purpose of monthly billing. These charges will appear on the Haskins Utilities Bill which shall also include fees for electric usage, storm water surcharge and a waterline surcharge.
   A single unit is equivalent to a charge of $66.00 per month. All Property Owners that own property with respect to which the sewer system is available are subject to the minimum monthly charge of 1 unit or $66.00 per month whether the property is occupied or vacant. This rate will take effect 30 days after approval for 2022. The first billing cycle of 2023 the rate will increase to $68.00.

ADJUSTMENTS AND BILLING CATEGORIES:
Haskins Village reserves the right to make justified adjustments to the Table of Unit Billing. The Village Administrator will make the determination as to the assignment of billing categories per Property Owner and any appeals for special consideration must be made in writing to the Haskins Village Council. Property Owner types not herein defined shall be charged on a case-by-case basis as determined by the Streets and Utilities Committee of the Haskins Village Council. Sewer rates and charges are subject to annual review as in the overall rate structure Ordinance for the Waste Water Treatment Facility debt retirement, maintenance and operation.
ISSUANCE OF BILLS:
The Haskins Utilities Bill will be issued to the Property Owner. However, in the event that the property is occupied by an individual or entity other than the Property Owner and the individual or entity registers with the Haskins Village to have any portion of the Haskins Utilities Bill issued to them, the Haskins Utilities Bill will be issued to the registrant. The Property Owner of record at the time the sewer charges are incurred is responsible for payment of all such charges, regardless of who occupied the property at the time such charges were incurred.
ADJUSTMENTS TO UNIT BILLING FOR COMMERCIAL AND INDUSTRIAL USERS:
In those cases where the unit billing is based upon the number of enrolled persons in a school, the enrollment shall be verified by the Village Administrator twice annually, once at the beginning of each school year and then again at the end of the school year (to determine out of session enrollment). Adjustments in enrollment shall be applied at the next billing cycle or otherwise at the discretion of the Village Administrator. For those instances where enrollment in an Elementary School exceeds or is less than the quantifier of 100, the sewer charge shall be
increased or decreased at the rate of $0.95 per student, per month. For those instances where enrollment in a High or Junior High School exceeds or is less than the quantifier of 100, the sewer charge shall be increased or decreased at the rate of $1.89 per student, per month. In the case of a day care facility, enrollment shall be verified once annually. All schools and day care facilities are however subject to a minimum monthly charge of 1 unit, or Set Monthly Rate (See Rate Chart).
In those cases where the unit billing is based upon the number of employed persons, such number shall be verified annually by the Village Administrator. Any increases above the quantified of 1 unit per 20 employees shall be charged at the rate of $3.15 per employee, per month. Due to the fact that a minimum charge of 1 unit, (See Rate Chart), is applicable, there cannot be any deductions from the rate in those instances where there are less than 20 employees.
SENIOR RESIDENT DISCOUNT:
Senior citizen residential customers may be eligible for a ten dollar ($10.00) monthly discount which is to be applied to their flat rate monthly sewer use bill if all of the following criteria are met:
1. Sewer Service is provided to the customer's residential property which is situated
within the Village of Haskins;
2. Customer is the account holder or customer of record;
3. Customer has reached the age of sixty-five (65) years of age;
4. Customer completes a notarized application form;
5. Customer presents photographic identification or otherwise satisfies the burden of
proving his or her identity and age;
6. Customer acknowledges that this discount may be discontinued after annual review by
Village Council.
UNIT BILLING APPLICATION:
Fifty percent (50%) of each unit billed will be applied for debt service (OWDA) and twenty-five percent (25%) will be applied to sewer operating and twenty-five percent (25%) be applied to the sanitary sewer capital improvement fund. This unit billing application will be reviewed on a yearly basis.
