The owner of each lot, land or premises connected to the sanitary or combined sewer system of the Village of Haskins, Ohio, or having such connection available shall, as well as the lease of such lot, land or premises, be liable to the Village of Haskins, Ohio for any charge or rental levied by this chapter. All charges for rentals shall be collected by the Village Administrator who shall make and enforce such by-laws, rules and regulations as may be deemed necessary. Should any sewer rental levied by this chapter remain unpaid for thirty (30) days after it shall be due and payable, it shall be certified to the Auditor of Wood County, Ohio, who shall place the same upon the tax duplicate of the county, with the interest and penalties allowed by law, and shall collect it as other taxes are collected.
