A Utilities Superintendent shall be appointed in the event that there is more than one municipal utility, and the City Council determines that it is in the best interest of the city to appoint one official to have the immediate control over all said municipal utilities. The Utilities Superintendent may be removed at any time by the Mayor. Any vacancy occurring in said office by death, resignation or removal may be filled in the manner hereinbefore provided for the appointment of all municipal officials.
