§ 93.18 RULES AND REGULATIONS.
   The Swimming Pool Committee shall have the power and authority to enact bylaws, rules and regulations for the protection of those using the swimming pool and for the efficient management thereof. They may provide suitable penalties for the violation of such bylaws, rules and regulations subject to the review and supervision of the City Council.
