§ 91.40 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   HAZARDOUS MATERIALS.
      (1)   Flammable liquids having a flash point below 100ºF and having a vapor pressure not exceeding 40 pounds per square inch (absolute) at 100ºF;
      (2)   Combustible liquids having a flash point at or above 100ºF;
      (3)   Highly toxic materials so toxic to human beings as to afford an unusual hazard to life and health, including but not limited to anhydrous ammonia and similar chemicals;
      (4)   Explosives; and
      (5)   Any other materials which cause an unusual hazard to the life, health and safety of the citizens of the city.
   HIGH EXPLOSIVES. Explosive materials which can be caused to detonate by means of a blasting cap when unconfined (e.g., dynamite).
