(A) In the event such violator fails to respond to the notification provided for in § 71.51(A) of this code, the City Attorney shall cause a complaint to be filed with the County Court against such persons.
(B) From the date of filing the complaint and for ten days thereafter the person against whom the complaint is filed may appear in County Court and pay the penalty as set forth in the most recent Council fee resolution, plus court costs.
(C) Upon ten days or more passing after the complaint is filed, the City Attorney may apply for a warrant for the arrest of the violator.
