The City Council may, by resolution, prohibit the parking or stopping except for loading or unloading of passengers or freight, of vehicles at the curb on streets directly in front of any entrance to a schoolhouse, school building or theater, and such curbs adjacent to the entrance of said schoolhouse, school building or theater shall be painted red to indicate such prohibition.
