(A) (1) The City Council shall set water rates by ordinance. All rates set are hereby declared to be nondiscriminatory and fair to each class of user.
(2) All rates shall be on file in the office of the Clerk for public inspection at any reasonable time. All water consumers shall be liable for the minimum rate set by ordinance unless and until the consumer shall, by written order, direct the Utilities Superintendent to shut off the water at the stop box, in which case he or she shall not be liable thereafter for water rental until the water is turned on again.
(B) Water rates are established as follows, or based on demand usage as determined by Utilities Superintendent:
