(A) (1) In the event that it is claimed that the true intent and meaning of this code has been wrongfully interpreted by the Water Commissioner; that the time allowed for compliance with any order of the Water Commissioner is too short; or that conditions peculiar to a particular premises make it unreasonably difficult to meet the literal requirements prescribed by this code, the owner may file a written notice of appeal with the City Clerk within ten days after the decision or order of the Water Commissioner has been made.
(2) The City Council shall hear all appeals and shall have the power and authority, when appealed to, to modify the decision or order of the Water Commissioner.
(3) Such a decision shall be final, subject only to any remedy which the aggrieved party may have at law or equity.
(B) Appeals shall be in writing and shall state the reason for the appeal.
