(A) It is the policy for the city to provide a safe working environment for all employees and to continue the tradition of the highest standard of quality in service. It is also the city’s policy to assist employees who have a problem with drug and alcohol abuse.
(B) These goals establish a firm policy against drug and alcohol abuse in the workplace. The city’s goal is to eliminate the abuse, not to eliminate the abuser. The city’s goal is to help, not to apprehend.
