(A) The City Council for the Arts may employ and utilize professional services for the purpose of encouraging and maintaining the visual and performing arts in the city limits.
(B) The employment of professional services shall take place only when funds have been appropriated or granted for that specific purpose, and the employment of professional services shall not exceed in cost the monies available, appropriated or granted for that specific purpose.
