§ 31.095 ESTABLISHMENT; COMPOSITION.
   There shall be established a City Council for the Arts. The Council shall be composed of five members, one member to be appointed by the Common Council of the city and four members to be appointed by the Mayor of the city. All members shall be residents of the city; at the time they cease to be residents of the city, they shall cease to be members of the Council. Not more than three members shall be affiliated with the same political party.
