§ 31.079 POWERS AND DUTIES.
   (A)   The Youth Council may establish the understanding committees and special committees, which it determines from time to time.
   (B)   The Youth Council may hold hearings on any matter concerning the special needs and welfare of those citizens of the city who are under the age of 18, and it may make written recommendations to the Mayor and to the Common Council concerning its findings and conclusions from these hearings.
   (C)   The Youth Council may designate one of its members as a liaison person between the Youth Council and the Common Council of the city.
   (D)   The Youth Council may designate one of its members as a liaison person between the Youth Council and each of the various boards.
   (E)   (1)   The Youth Council may designate one of its members as a liaison person between the Youth Council and each of the various boards and commissions of the city.
      (2)   The Youth Council designee to any board or commission may make written recommendations concerning that board or commission to the Youth Council, which may approve, disapprove or modify said recommendations. Approved recommendations shall be submitted to the Mayor and to the chairperson of the appropriate board or commission.
   (F)   The Youth Council shall not spend any city monies unless funds are appropriated by the City Common Council or funds are donated by the public for the use of the City Youth Council.
   (G)   The Youth Council may adopt written bylaws to govern and regulate its proceedings. One copy of these bylaws shall be provided to each member of the Youth Council and one copy shall be provided to the City Clerk-Treasurer.
