§ 31.077 YOUTH COUNCIL OFFICERS; TERM OF OFFICE.
   (A)   Elected officers. The Youth Council shall elect from its members the following officers. This election shall take place not later than November 10 of the election year.
      (1)   President. The President shall preside at all meetings of the Youth Council, correspond with the Mayor and the Common Council at least once each month and, in addition to the Treasurer, approve all vouchers. The President shall perform other duties which are normal for a presiding officer.
      (2)   Vice-President. The Vice-President shall preside at all meetings of the Youth Council during the absence or disability of the President, and shall perform other duties which the Youth Council shall determine from time to time.
      (3)   Secretary. The Secretary shall attend all meetings of the Youth Council, take and keep in his or her custody the minutes of all meetings and provide a copy for the Mayor and the City Clerk-Treasurer. The Secretary shall perform other duties which the Youth Council shall determine from time to time.
      (4)   Treasurer. The Treasurer shall make a monthly report on the finances of the Youth Council at the first meeting of each month. He or she shall also make a written yearly report on all finances of the Youth Council and provide a copy of this report to the Mayor and Clerk-Treasurer. The Treasurer, in addition to the President, must approve all vouchers. The Treasurer shall perform other duties which the Youth Council shall determine from time to time.
      (5)   Other officers. Other officers or assistants may be elected by the Youth Council as prescribed in its bylaws.

   (B)   Term of office. Each officer of the Youth Council shall hold office for a term of two years and until his or her successor is elected and qualified.
