A special taxing district of the Department of Storm Water Management shall include all territory within the corporate boundaries of the city. The territory within the corporate boundaries of the city shall constitute a special taxing district for the purpose of providing for the collection and disposal of the storm water of the district in a manner which protects the public health and welfare and for the purpose of levying special benefit taxes for the purpose of storm water collection and disposal.
