(A) The Department of Storm Water Management shall be controlled by the Board of Directors, consisting of three Directors who are members of the City Board of Public Works.

(B) The Board shall have the powers and duties prescribed by I.C. 8-1.5-3-4(a) and may, in addition, hold hearings following public notice, make findings and determinations, install, maintain and operate a storm water collection and disposal system, make all necessary or desirable improvements of the grounds and premises under its control and issue and sell bonds of the district in the name of the municipality for the acquisition, construction, alteration, addition or extension of the storm water collection and disposal system or for the refunding of any bonds issued by the Board, and shall also have the authority to employ attorneys and engineers to facilitate the work of the Board.
