The Common Council, recognizing the existence of abandoned and junk vehicles and vehicles constituting a nuisance in the yards of residences within the city, in open lots and encroaching upon the rights-of-way of streets, alleys and highways within the city, and being desirous to obtain and enforce the removal of such vehicles in order to protect the general welfare of the city and its citizens, does hereby and herewith declare such abandoned and junk vehicles to be a nuisance.
