For the purpose of this subchapter, the following definitions apply unless the context clearly requires a different meaning.
ANIMAL SHELTER. The animal control shelter operated by Blackford County Animal Shelter, Inc.
AT LARGE. Any licensed or unlicensed dog or cat found off of the premises of its owner which is not:
(1) Under the control of the owner of the animal, a member of the owner’s immediate family or a competent person;
(2) Retained within a motor vehicle;
(3) Housed in a veterinary hospital or kennel;
(4) On a leash, cord or chain; or
(5) “At heal” beside a competent person and obedient to that person’s commands.
CATS. Both male and female animals of the feline species, whether altered or not.
DOGS. Both male and female animals of the canine species, whether altered or not.
HARBORING. Any person who suffers or permits any dog or cat to frequent or remain on or within his or her home, building, premises or enclosure shall be deemed to be HARBORING the animal within the meaning of this subchapter.
OFFICER. Every law enforcement officer of the County Sheriff’s Department or City Police Department and employees of Blackford County Animal Shelter, Inc.
OWNER. Any person or persons, firm, association or corporation owning, keeping, sheltering or harboring a dog or cat.
