§ 91.02 PUBLIC CONDUCT DURING MEETINGS OR ASSEMBLIES.
   (A)   Consent needed to assemble. It shall be unlawful for any person to assemble on a private parking lot or private property without the consent of the owner or manager of the parking lot or private property.

   (B)   Prohibited actions.
      (1)   In accordance with the provisions of this subchapter, it is unlawful for any person to unreasonably obstruct, impede or interfere with any public meeting or assembly or with any person, vehicle or animal participating in such a meeting or assembly.
      (2)   Unless by direction of the owner or manager, it shall be unlawful to intentionally block entrances or exits to any parking area adjacent to any business building or public building in any manner whereby doing so causes any difficulty in entering or exiting the premises or adjacent drive or parking area, except for the purposes of private contractors engaged by the owner or repairs by municipal authorities.
      (3)   It shall be unlawful for any person to leave an unoccupied motor vehicle upon a walkway, driveway, parking area or driveway of any business building or public building without attempting to park the vehicle.
      (4)   It shall be unlawful for any person to leave an unoccupied motor vehicle upon a walkway, driveway or parking area of any business building or public building and leave the premises to go elsewhere without the knowledge and consent of the owner, manager or person in charge of the premises if the premises is so posted by the owner or manager.
