(A) (1) The Clerk-Treasurer shall furnish space within his or her office for the administration and records of the city’s utilities.
(2) The various utility clerks needed to manage the bookkeeping and administrative requirements of said utilities shall be appointed after recommendation to the Board by the Clerk-Treasurer, and after employment, shall be compensated by the Board having control of the utility which the utility clerk serves.
(B) (1) The Clerk-Treasurer is authorized and made responsible for the immediate supervision and discipline of the utility clerk(s) and payroll clerk(s).
(2) The Clerk-Treasurer shall supervise the performance and duties of the utility clerk(s) and payroll clerk(s).
(C) (1) The Clerk-Treasurer shall abide by the procedures established by the Board of Public Works and Safety, the Common Council, the applicable provisions of the State Code and the applicable provisions of the United States Code in the performance of his or her disciplinary and supervision duties and in recommending the dismissal of employees.
(2) The utility clerk(s) and payroll clerk(s) are at-will employees and may be dismissed by the Board of Public Works and Safety under the conditions of at-will employment upon the recommendation of the Clerk-Treasurer and the concurrence of the Board of Public Works and Safety.
(D) The Clerk-Treasurer shall be compensated for services which he or she renders to the city’s utilities.
