Whenever it is found that any person, firm or corporation is violating any of the provisions or requirements set out in this subchapter, a written notice stating the offense and setting a time limit for the correction thereof shall be served upon the offended by the Health Officer or any police officer of the city. The offender shall forever cease all violations within the time limit stated in the notice served upon him or her.
