It shall be unlawful for any owner or lessee of any lot, parcel or real estate within the city to place, deposit or permit to be deposited any human excrement, garbage or any other organic waste upon the premises in a way that or place where the same is exposed to flies, rodents or small domestic animals, or which will endanger a water supply.
