§ 52.073 INDUSTRIAL USER FEES.
   (A)   The Agency is hereby authorized to establish reasonable fees to be paid by an industrial user. Prior to changing any such fee, the Superintendent of the wastewater treatment plant shall present such proposed changes to the Board of Public Works and Safety for approval or rejection by resolution. All such applicable fees shall be posted and available for examination by the public at the sewage treatment plant and in the office of the City Clerk-Treasurer.
   (B)   The following fees shall apply and may be revised by the Agency, as required, to recover industrial surveillance costs:
      (1)   Inspection fees.
         (a)   Establishments with fewer than 25 employees: $50;
         (b)   Establishments with 26 to 100 employees: $200; and
         (c)   Establishments with more than 100 employees: $400.
      (2)   Monitoring events. If the Agency does the field work associated with sample collection, then the fee is $400 per monitoring event.
      (3)   Analytical costs.
         (a)   Analytical costs shall be billed to an industrial user according to a schedule of analytical fees, to be maintained by the Superintendent of the wastewater treatment plant. Prior to changing any such fee, the Superintendent of the wastewater treatment plant shall present such proposed changes to the Board of Public Works and Safety for approval or rejection by resolution. All such applicable fees shall be posted and available for examination by the public at the sewage treatment plant and in the office of the City Clerk-Treasurer.
         (b)   As of the adoption of this chapter, such fees are established as follows.
