§ 30.24 COMMON COUNCIL PROCEDURES.
   (A)   No person shall use violent or contemptuous language, behave in a disorderly manner or otherwise refuse to obey the orders of the Mayor or presiding officer in the Council’s chambers while the Common Council is in session. The Mayor or presiding officer may order the removal from the Council’s chambers of any person who intentionally disturbs the decorum of a meeting.
   (B)   All ordinances except for budget ordinances and zoning ordinances of the city shall require not more than two consecutive meetings, and all ordinances in conflict hereof are hereby repealed.
   (C)   Resolutions may be passed on the same day on which they are introduced upon receiving the approval of at least three of five members of the Common Council.
   (D)   On the passage or adoption of any ordinance or resolution, the yeas and nays shall be taken and entered in the record, and an ordinance shall be processed in accordance with I.C. 36-4-6-14 through 36-4-6-17.
   (E)   All ordinances presented for passage by the Council may be read by title only if, prior to the introduction of any ordinance, the ordinance has been made available to all Council members, the press and the public for study. At the introduction of an ordinance and upon a motion duly adopted, the ordinance shall be read by title and discussion called for by Council members, and then the introduction for each reading and, upon the discussion being closed, motion and vote upon the ordinance shall be taken by the Council. Any decision to suspend the rules governing the passage of an ordinance or resolution can only be made by unanimous vote of the Council when at least four members are in attendance.
   (F)   Any abstention from voting by a Council member shall constitute a nay vote, except for in the case of an abstention for a declared reason of conflict of interest.
