(A) Prior to an original service connection, the Department shall collect from the proposed customer the following tap-in fee based upon the size of the line for the lateral to the city’s sewer to the point on or near the customer’s premises, as follows:
(1) Lateral to city’s sewer, residential: $717.59; and
(2) Lateral to city’s sewer, industrial: Time and materials, but not less than $717.59.
(B) The tap-in fees shall be based upon the cost of the materials to make the tap as well as the equipment and labor required in making said tap.
(C) All revenue derived from tap-in fees shall be deposited in the Sewage Operating Fund and shall be treated as ordinary income for the period received. No part of such tap-in fee shall be returned to the customer.
