(A) (1) The general administration of the sewage works shall be under the direction of the Superintendent of the Sewage Treatment Works, who shall be appointed by the Mayor.
(2) There shall also be appointed a full-time Engineer of the sewage works, who shall work under the general supervision of the Superintendent.
(3) There shall also be a position in the office of the Clerk-Treasurer to be known as Sewage Clerk. Such position shall be responsible for keeping the records of the sewage works under the supervision of the Clerk-Treasurer.
(4) Other employees of the sewage works may be retained from time to time as the Common Council may determine.
(B) The salaries of all employees of the sewage works shall be determined from time to time by the Council.
