Pursuant to the provisions of Ch. 61 of the Acts of the General Assembly of the state for the year 1932 et seq., the city establishes, equips, owns, operates and maintains a sewage treatment works together with such equipment and appurtenances as may be necessary or useful and convenient for the collection, treatment, purification and disposal in a sanitary manner of sewage and industrial wastes of the city, including the necessary lands, rights-of-way or property within or without the city limits.
