Whenever a water mains is extended upon the request of property owners, the property owners shall execute contracts guaranteeing payments based upon the cost of the extension or make payments of amounts as are in excess of the investment warranted by estimated or guaranteed revenues in accordance with the rules and standards for the extension as approved by the Public Service Commission.
