Bills shall be rendered monthly and must be paid at the office of the Water Department. If a bill is not paid in full within 15 days from and after the due date as stated in the monthly bill, then the customer shall be considered delinquent in payment and the Water Department shall lay a delinquency charge of 10% of the first $3 of the amount billed and an additional 3% of that portion of the bill in excess of $3.
