§ 51.22 REINSTATEMENT OF SERVICE.
   (A)   (1)   When water service is disconnected for nonpayment, the customer shall be required to pay all delinquent bills and charges plus $60 as a reinstatement charge.
      (2)   When water service is disconnected at the request of the customer more than one time within any 12-month period, the customer shall pay $40 as a reinstatement charge.
   (B)   All reinstatement charges shall be deposited into the waterworks’s Operation and Maintenance Account and shall be treated as ordinary income for the period collected.
   (C)   When water service is disconnected at a rental property:
      (1)   The property owner or landlord must agree to have the water service reinstated;
      (2)   All fees must be paid in full by either the owner or the tenant, including the extra $60 for reinstatement; and
      (3)   The property address must have a zero balance before service will be reinstated at that address even if it is a new tenant.
   (D)   In such cases where the tenant pays the outstanding bill after the property owner or landlord has paid the outstanding balance, the payment shall be reimbursed to the landlord as the tenant is the user of the water.
