The city’s Identity Theft Prevention Program, the “program,” is hereby adopted as set out herein. If the program shall be modified following the date of the adoption of this subchapter, then the Common Council of the city shall pass an ordinance which states that a new form of the program shall be adopted, and a new form of the program containing the relevant modifications shall be submitted as an exhibit to such future ordinance for inclusion in this code.
