(A) Establishment and use. The Clerk-Treasurer of the city is authorized to establish the Fire Report Fund, which shall be used exclusively by the City Fire Department.

(B) Sources. The sources of this Fund shall be provided by the monies collected from the provision of copies of fire and other reports completed by the City Fire Department at the rate of $5 per report, by certain donations, by other restitutions and by the contract agreements with Licking, Washington and Jackson Townships and with the Town of Shamrock Lakes.

(C) Limitations on Fund.
(1) The following procedures shall be followed in accounting for this Fund:
(a) Issue a receipt for each fee collected; and
(b) Remit receipts at least once a month to the Clerk-Treasurer.
(2) The Clerk-Treasurer shall issue an official receipt for remittance, specifying on the receipt the number of general receipts accounted for.
(3) The Clerk-Treasurer shall receipt the fees to a separate fund in the ledger of receipts and disbursements titled “Fire Report and Other Fund” and shall deposit the receipts in the city’s General Corporation Bank Account.
(4) Expenditures shall be authorized by the Fire Chief, limited to the approved uses provided in the law and paid without appropriation upon the basis of a claim filed, allowed and paid in the proper legal manner.
(5) Monies from this Fund may be invested by the Clerk-Treasurer, and the interest shall be placed in the General Operating Fund.
